Funding open publishing

The PLoS Publishing blog has an article about paying for open access where they talk about Nottingham University establishing a fund to help researchers pay open access publishing fees. Publishing fees remain one of the bigger barriers to open publishing, but it is a barrier that in principle can be surmounted by a combination of models. Ad-supported publishing, NPR-style donations come to mind but at some point, funding agencies need to set aside funds to support open publishing efforts. They must realize that open publishing is in the best interest of the research that they fund.
